Transforming Health and Care Systems: improving health and care systems

The partnership Transforming Health and Care Systems (THCS) aims to encourage the transformation and improvement of healthcare systems in Europe and participating countries to make them equitably accessible, sustainable, efficient, resilient and inclusive.

This programme is aimed at:

• All kinds of organisations and entities that can contribute to the vision of THCS: Universities, higher education institutions, research organisations, hospitals, foundations or any healthcare providers, user organisations, SMEs, Start-ups and large companies.

• THCS in brief

  The rapid development and aging of society, coupled with the arrival of new health emergencies, are placing increasing pressure on health and care systems. Countries need to respond to this growing burden and live up to their shared commitment to high-quality healthcare. Is your organisation concerned by these challenges and willing to address them in collaboration with European partners?

  Harmonised and coordinated solutions are the way forward. The Partnership on Transforming Health and Care Systems (THCS) aims to encourage the transformation and improvement of healthcare systems in Europe and participating countries to make them equitably accessible, sustainable, efficient, resilient and inclusive.

  This partnership aims to bring about comprehensive and long-term changes in the complex research and innovation ecosystems in the field of health and care. Stakeholders work together to stimulate these activities. Particular emphasis is placed on the need to encourage implementation, increase information on policy and practice, and provide the necessary inputs to improve the capacity of health and care systems.

1. Submit an application

As a Swiss entity, you are contributing to the partnership goals.

• Requirements for submitting an application

  Swiss partners participating in THCS projects must meet a number of formal criteria, including the following:

  • Swiss partners must either be registered with the Swiss Register of Commerce or be a recognised research institution.
  • The Swiss contingent of the consortium must consist of at least one Swiss implementation partner. Participation of a Swiss research partner is optional.
  • Swiss research partners can be higher education research centres according to Article 4 (c) RIPA or non-commercial research centres outside the higher education sector according to Article 5 RIPA.
  • The share of the total eligible costs of the Swiss implementation partner(s) must be greater than the share of the Swiss research partner(s).

  The projects must fulfil all of the formal requirements of Innosuisse published in the THCS call for projects. Current calls are published on our website.

• Amount of funding for your THCS project

  The funding covers the following project costs of Swiss partners:

• Submit an application to THCS

  The THCS Partnership manages the application procedure and the evaluation centrally. All relevant information and documents can be found on the THCS call website.

2. Evaluation and decision

The evaluation and decision process is managed and conducted by the THCS Partnership. More information on the evaluation procedure can be found on the THCS website. Questions can be coordinated through Innosuisse or the coordinator of the respective THCS project application.

• Your project is approved

  As a project partner, you will receive the results of the assessment through the consortium coordinator for your THCS project application.

3. Contract conclusion and project start

As a Swiss applicant with a recommended subsidy application with THCS, you must sign a contract with Innosuisse before the project starts. You will be contacted by Innosuisse and informed about the next steps for the issuing of the funding agreement between the Swiss partners and Innosuisse.

• Consortium agreement

  In the meantime, you will draw up a consortium agreement with your project partners in which the cooperation, the sharing of project results, the publication of information, the settlement of disputes etc. will be defined.

4. Project reporting

As a project partner, you must submit reports during your project.

• Reports during your project: midterm report

  Once a year, you must submit a content report to the THCS partnership. The THCS partnership actively requests the report from the consortium coordinators and provides the template.

• Requesting changes

  The Swiss project partners must inform Innosuisse in advance of any need to deviate substantially from agreed regulations, e.g. with regard to budgeted costs.

5. Project conclusion and final reporting

At the end of your THCS project, you must submit a final report and a final financial report.

• Final financial report to Innosuisse

  At the end of the project period, Innosuisse will actively request the final financial report from the Swiss project partners. Innosuisse will tell you about the templates to be used and the supporting documents to be submitted for project costs.

  The submission of the final report is a prerequisite for final payment. Once Innosuisse has approved the final financial report, the agency will ask the project partners to submit the final invoice for the remaining support contribution. This invoice will include the actual costs incurred according to the final financial report.
